• Permanent residents of the State of Punjab, except those families having any member who is a regular/regular Government employee in any Department or Board/Corporation/Municipal Committee/Trust/Institution etc. of the Government of India or the State. (Note:- Contract, Work-Charged, Outsourced and Daily Wage Employees in these Institutions can apply)
• Families whose total annual income from all sources of income of all members is less than Rs. 8,00,000
• All families are eligible, except those families that have a regular government employee (contract, work-charged and daily wage employees are excluded)
